Thank you for your letter 54447/3/48 of

29th November, about the Soviet vessels now rotting in Hong Kong. I fear I had overlooked that expenses were no longer being incurred in respect of the "Simferopol."

I have incorporated your amendments in our despatch to Moscow (two copies of which I enclose), together with some amendments given to me by Mitchell of the War Risks Insurance Office over the telephone. You will notice that the W.R.I.O. no longer wish that the balance should be held pending their own decision, provided of course that they are informed when the time comes of any sum which may be handed over to the Russians.

I am sending a copy of this letter with enclosure to Haigh at the Ministry of Transport.
